Members of the Thunder Bay Police Service (TBPS) responded to a transit shelter at 500 Donald Street East regarding unwanted persons at 4:30 pm on April 3, 2022. During that call for service, an adult male was injured during an interaction with a responding police officer.  The injured male was transported to hospital for treatment of his injuries and was later released.  In accordance with provincial law, the TBPS notified the Special Investigations Unit (SIU) as a result of the injuries sustained by the male. 

In addition to notifying the SIU, TBPS senior command immediately reviewed available information regarding this incident including viewing body-worn camera footage.   As a result, Chief of Police Sylvie Hauth initiated a Code of Conduct investigation pursuant to the Police Service Act and suspended Constable Andrew Frankow, a 4-year veteran of the TBPS, in accordance with the Act. This occurred prior to the Special Investigations Unit commencing their investigation. 

This Code of Conduct investigation will continue by the TBPS – Professional Standards Unit upon the conclusion of the criminal proceedings facing the officer.  The Thunder Bay Police Service will make no further comment on this incident since it is now a matter before the courts.
