Four arrested amid forcible confinement, firearm investigation

Thunder Bay Police Service officers with the Primary Response Branch were dispatched to an apartment in the 100 block of Finlayson Street just before 4:45 a.m. on Saturday, Feb. 25, for a weapons call in progress.

When police arrived they located an adult male victim who appeared to have bee the victim of an assault.

As a result of an investigation, police learned a female accused had begun banging on victim’s door and accusing them of having stolen drugs just after 3 a.m.

The victim opened their door and was assaulted by the woman. Multiple other suspects also entered the victim’s bedroom and retrieved him.
At one point the male victim was handcuffed and threatened with a firearm. Suspects also took the victim’s smartphone, an undisclosed amount of cash and a bank card.

Despite the restraints, the victim was able to escape to safety.

Police arrested three suspects following a high-risk traffic stop just after 5 a.m. A fourth suspect was located and arrested at a nearby home.

All four suspects were taken into custody without further incident and transported to the TBPS headquarters at 1200 Balmoral Street.

The victim and suspects were known to each other. The investigation revealed the firearm used during this incident was a replica, but this was unknown to the victim at the time.

Shayla JABIC, 19, of Thunder Bay, is charged with:

Michelle Stephanie Anita BOUCHARD, 35, of Thunder Bay, is charged with:

• Forcible Confinement

Heather Andrea BELMORE, 37, of Thunder Bay, is charged with:

• Forcible Confinement
• Assault with Weapon x 2
• Uttering Threats
• Robbery with Violence

Carlo Allan ANDERSON, 48, of Thunder Bay, is charged with:

• Forcible Confinement
• Failure to Comply with Undertaking
• Failure to Comply with Release Order

All four appeared in bail court on Sunday, Feb. 26. JABIC and BOUCHARD were released from custody with conditions and a future appearance date. BELMORE and ANDERSON were remanded into custody with a future appearance date.
