The Thunder Bay Police Service is issuing a public safety advisory regarding a high-risk offender who may be in, or travelling through, the community.
Eugene SOUCY, 59, is considered a high-risk sex offender, and on April 13 was removed from a train in Longlac. SOUCY has since arranged for transportation that brought him to the City of Thunder Bay on April 14.
Between 1998 and 2013, SOUCY was convicted of:
• prostitution of a person under 18 x 3
• overcoming resistance by administering drugs
• sexual interference with a person under 16
• fraud under $5,000 x 18
• theft under $5,000
• fraud over $5,000 x 2
• sexual assault x 2
• failure to comply x 2
• causing a person to use a forged document x 2
• false pretenses under $5,000 x 8
• personation with intent to gain an advantage
• theft over $5,000
He has completed his sentence and is living in the city of Brockville.
SOUCY is described as five feet nine inches tall and 159 pounds.
As part of the terms of his release, SOUCY cannot attend a public park or swimming area where those under the age of 16 are present or are expected to be present. He’s prohibited from attending daycare centres, school grounds, playgrounds, and community centres.
SOUCY must not seek and obtain employment or continue any employment, or be a volunteer in a capacity that involves being in a position of trust or authority towards persons under the age of 16 years.
This information is being issued to the public as a precautionary measure. Protecting public safety is among the Thunder Bay Police Service’s top priorities.
