UPDATE: As of Nov. 1, 2018, the Police Record Check Reform Act has been enacted. Non-governmental agencies are not authorized to receive results from youth records. For this reason, the Thunder Bay Police Service will not provide Police Record Checks to applicants under the age of 18, unless the applicant is applying for an employment or volunteer position with a government agency.
Police Records are governed by Canada's Criminal Records Act and Thunder Bay Police process over 6,000 police record checks each year.
The Thunder Bay Police Service now offers the ability for individuals to apply for a Police Record Check online through our website. In person police records check applications are still accepted but eventually will only be considered on a case-by-case basis.
PLEASE: Before applying, ensure you select for the appropriate check. Applying for a Vulnerable Sector Check when your position requires a Police Record Check or Criminal Record and Judicial Matters Check will void your application. No refunds will be offered.
There are three (3) levels of Police Record Checks offered:
- Level 1: Police Criminal Record Check (PCRC)
- Level 2: Criminal Record and Judicial Matters Check (CRJMC)
- Level 3:Police Vulnerable Sector Check (PVSC)
**Important** A Police Vulnerable Sector Check can only be done by the Police Agency in the jurisdiction in which you live.
The initial decision to request a vulnerable sector check is made by the employing or volunteer organization if they have determined that the position is one of trust or authority over children or vulnerable persons. Organizations should review the “Screening Handbook” here if they are requiring the VS check from potential candidates.
The Police Service conducting the vulnerable sector check may ask for more information to determine if the position meets the legal requirements to conduct one.
If the position does not meet the requirements of the Criminal Records Act for a VS check, it is illegal for the police service to conduct one. See the RCMP website for more information and frequently asked questions. Among the most frequently asked question is:

The Criminal Records Act requires that vulnerable sector checks be conducted for individual positions. For this reason, an individual may be required to submit fingerprints in support of subsequent requests for vulnerable sector checks. |

1. All Purpose: $60 plus tax
2. Volunteer: $25 plus tax

FINGERPRINTING SERVICES
Thunder Bay Police Service may require a candidate to submit fingerprints to verify their identity if your vulnerable sector query results in a match based on gender and date of birth to a pardoned sex offender record.
There is a charge for fingerprinting depending on the type of check being requested:
All purpose: total $58.90
Volunteer: total $33.90
Other fees may be applicable.

The Thunder Bay Police Service DOES NOT provide hard copy police record check Results. Results are emailed to the applicant at the email address provided. PLEASE NOTE: In order to open your Results properly, you must have a current Adobe Reader installed on your device. It is recommended that you open the Results on a computer and not a cell phone as the Results may appear blank and/or only some information may be visible.
NOTE: When applying for a Police Vulnerable Sector Check (Level 3), you MUST use a PC NOT a mobile device; otherwise, results will be for a Police Criminal Record Check (Level 1). REFUNDS WILL NOT BE PROCESSED.
